Senate’s ‘Skinny Plan’ Would Address Hoteliers’ Concerns, But Support May Be Lacking

As Congress reconvenes this week, Senate Republicans have introduced a new bill, the “Skinny Plan,” that would address some of hoteliers’ concerns. Deliberations on the proposal are expected in the Senate this week, but Democrats, the House have already expressed reluctance on this idea. There also is word that there might not be enough support in the Senate either; however, it might be the catalyst to getting the discussions moving again.

Beyond what is in the bill, hoteliers’ most pressing priorities for inclusion focus on banking relief: additional forbearance for conventional lenders, relief for CMBS borrowers, and ensuring PPP funds can be used to offset additional mortgage obligations, as well as property taxes. Other priorities include:
 

  • Second round of PPP funds for businesses with a loss of at least 35% in Q1 or Q2 of 2020 compared to 2019, up to $2 million
  • Inclusion into PPP for Destination Marketing Organizations
  • Limited, targeted liability protection for COVID-related personal injury claims against businesses that make reasonable efforts to follow public health guidelines, with exceptions for bad actors engaged in gross negligence or willful misconduct
  • Extension of unemployment compensation at $300/week (down from $600) through the end of this year

FEMA Releases COVID-19 Supplement Regarding Evacuations and Shelter-in-Place
FEMA released a planning supplement to help communities plan for evacuations and shelter-in-place operations during the coronavirus (COVID-19) public health emergency. The “COVID-19 Supplement for Planning Considerations: Evacuation and Shelter-in-Place” supports and builds off of “Planning Considerations: Evacuation and Shelter-in-Place,” released in 2019.

As communities continue to face threats and hazards that may warrant the use of these protective actions, many jurisdictions across the nation also are facing widespread concerns and impacts due to COVID-19. The supplement provides COVID-19-related questions to key principles and critical considerations from the 2019 “Planning Considerations: Evacuation and Shelter-in-Place.
