Dear Stephanie,

Below is an update on my recent work in the legislature and various events happening in our community. As the new year begins, I look forward to working together to make Ohio a great place to live, work and raise a family.

Please don’t hesitate to reach out to my office if you have any thoughts or suggestions to improve our community. I’m available at or 614-466-8060 or through my social media pages. I look forward to continuing our good work in 2020!

State Senator Theresa Gavarone
2nd Senate District
Named Chair of the Joint
Committee on Agency Rule Review

At the beginning of the year I was honored to be appointed by Senate President Larry Obhof as the new Chair of the Joint Committee on Agency Rule Review (JCARR).

This is one of the most important committees in the General Assembly because our job is to ensure that any and all rules created by the Executive branch is justifiable and serves to protect Ohioans without creating needless barriers to growth.

Keep track of our work

A very important step in the bill-making process happens during committee, where we hear the opinions of our constituents on all of the legislation being considered in the Senate.

Beginning this year, all Senate committee hearings are now broadcast live by the Ohio Channel on public access stations around the state and streamed live on, providing all of you the opportunity to witness state government in action.

A list of all current Senate committees can be found here. I currently serve on the following committees: Health, Human Services and Medicaid; Education; Higher Education; Judiciary; Government Oversight and Reform

Once every decade, America comes together to count every resident in the United States. The next census occurs in April 2020.

Census 2020 is the first census count that will be available to fill out online. Each household will receive a card in the mail with a password to open the form online. You will be able to submit your information with just a few clicks.

The Governor recently signed House Bill 2, codifying the state's “TechCred” program to help fund and train Ohioans for in-demand jobs. The program offers reimbursement to both employers and individuals for the cost of microcredential training for industry-recognized skill certificates that can be completed in less than one year.

The bill also provides a way for Ohioans who are not currently employed to take advantage of the program’s credentialing opportunities and will help coordinate workforce development needs across industries and regions of Ohio.

Investing in Childhood Care and Education

Mission: Readiness Ohio awarded my Senate colleagues and me with the "National Security Leadership Award" for our work in the state budget that invested in early childhood care and education.

The budget included $10 million for the establishment of quality infrastructure grants that are to be used for workforce, professional development and technical assistance, facilities improvement, classroom supplies, curriculum and assessment.

Mission: Readiness Ohio is part of a national military leadership organization comprised of retired admirals and generals. The organization began in response to a Pentagon statistic that approximately 71% of young adults are ineligible for the military due to fitness, education or legal qualifications.

Protecting Ohioans from Cyberattacks,
Improving Election Security

Thanks to my work to better protect Ohioans from cyberattacks, improve election security, and modernize the process to request absentee ballot requests, I was honored to accept the Robert E. Hughes Legislator of the Year Award from the bipartisan Ohio Association of Election Officials.

Senate Bill 52 went into effect this month and with that Ohio became a national leader in cyber and election security.  I will continue working on legislation to ensure our state is a model for the country in both election security and voter accessibility.

Honoring Owens Community
College National Champions
I welcomed players and coaches from the Owens Community College Volleyball team to the Statehouse to present them with a resolution for winning the National Championship for the second straight season!

Before the presentation, and from what I'm told is a potential Senate first, I presented the team with their national championship rings!
Supporting Our Schools

I spend time each month traveling across the district to meet with parents, superintendents, teachers, and school officials to talk about ways to support our schools and improve educational opportunities for our students.
Most recently, I met with Superintendent Geha and Treasurer Lockwood from Springfield Local School District. Thank you both for taking the time to talk through important issues that matter to you and the students you serve.
Recognizing a Hero

I had the pleasure of presenting a President's Letter to Wood County's Mary Hanna.  She was recently inducted to the Ohio Veterans Hall of Fame for her incredible service to our country.

Security Enhancements

I'd like to thank the Jewish Federation of Greater Toledo for inviting me to a discussion about numerous topics like water quality, senior issues and ways we can provide security enhancements for Jewish facilities across Lucas County.
Infrastructure Projects

I appreciated the opportunity to meet with Mayor Snider, Commissioner Stahl and Representative Swearingen to discuss options for a couple of much-needed infrastructure projects in Port Clinton.
Religious Freedom

I sat down with Noor Abukaram, a young woman from Sylvania, Ohio who was disqualified from a high school cross country race last year because of her decision to wear a hijab.

It was a pleasure to meet her and talk about different solutions to address the barriers she has encountered.
