In recognition of the increasing magnitude and scope of what we do, HHS Secretary Xavier Becerra recently elevated ASPR from an HHS Staff Division to an Operating Division (OpDiv) and renamed us the Administration for Strategic Preparedness and Response. Becoming an OpDiv gives ASPR additional administrative tools to enhance our ability to respond to current and future public health emergencies. We will use those new tools to grow our capabilities and strengthen our foundation to ensure we continue to meet every challenge effectively and efficiently.
As ASPR continues to grow and adapt to an ever-expanding threat landscape and mission space, we will not leave anyone behind. The impact of public health emergencies on at-risk individuals and underserved communities is often more severe and prolonged than the impact on other communities. As a country we are not fully prepared for, or able to respond to, and recover from emergencies until every person in each of our communities is included and accounted for in our preparedness, response, and recovery efforts.
The 2022-2022 ASPR Strategic Plan lays out ASPR's strategic goals and objectives and reflects the approach we will take to help the country prepare for, respond to, and recover from whatever comes next — no matter what that might be.

First Responder Resiliency TeleECHO Program |

The First Responder Resiliency ECHO Program is aimed at increasing self-care and resiliency in crisis. This interdisciplinary team, led by a group of subject matter experts including Dr. George Everly, an internationally acknowledged disaster psychologist, and Dr. Jeff Katzman, a leading expert in trauma and resiliency, has expertise in a variety of specialties including: critical incidence trauma care, psychiatry, emergency and pre-hospital medicine, law enforcement mental health, and pastoral care. These sessions are held every other Monday from 4:00 - 5:00 PM ET. |

HHS Partners with the Private Sector to Enhance Cybersecurity across Health Systems and Address Future Vulnerabilities |
|
|
On March 8, HHS, through ASPR, released a cybersecurity implementation guide to help the public and private health care sectors prevent cybersecurity incidents. The Cybersecurity Framework Implementation Guide provides specific steps that health care organizations can take immediately to manage cyber risks to their information technology systems.
“Cyber incidents pose risks to patient data, intellectual property, scientific or laboratory research, medical manufacturing, and ultimately the ability of health care organizations to safely serve their patients,” said HHS Deputy Secretary Andrea Palm. “The release of this guide will help health care organizations become better equipped to assess and improve their cybersecurity.”

National Emerging Special Pathogens Training & Education Center (NETEC) Releases EMS Guidelines for Marburg Virus Disease |
|
|
Marburg virus disease (MVD) is a rare but severe viral hemorrhagic fever caused by Marburg virus, which is part of the filoviridae family that includes Ebola virus. Cases of MVD are rare but outbreaks occasionally arise in sub-Saharan Africa, where the virus circulates in the Egyptian fruit bat. Humans can be infected through contact with infected animals and through person-to-person spread. In countries where outbreaks have occurred, the case fatality rate for MVD is between 24 and 88 percent. Learn more about transmission.
It is unlikely that EMS personnel in the United States will have to care for a patient with MVD during routine operations. However, an outbreak elsewhere in the world increases the risk of encountering a patient who recently traveled from the affected area and became infected.

Regional Emerging Special Pathogen Treatment Center (RESPTC) Holds Exercise to Improve the Region's Readiness to Care for Patients with Highly Infectious Diseases |
|
|
Providence, a Washington-based hospital and one of the nation's thirteen RESPTCs, held an interactive, multi-agency drill enhancing the region’s readiness to care for patients with highly infectious diseases.
The training held in Spokane was important for testing and reviewing systems, protocols, and partnerships critical to a collaborative, coordinated response.
The two-day exercise focused on two simulated patients who traveled from Uganda and presented at MultiCare hospitals in the Spokane area with Ebola symptoms. American Medical Response (AMR) then safely transferred the patients to Providence Sacred Heart Medical Center and Children’s Hospital Special Pathogens Unit (SPU) where a group of highly specialized health care experts continued their care.
“As COVID-19 reminded us, infectious diseases pose a significant threat,” said Christa Arguinchona, Providence Special Pathogens Unit manager. “Our community is safer because Providence and other organizations work together to plan and prepare for a variety of situations.”

Joint Update by the Department of State and HHS on Negotiations Toward a Pandemic Accord |
|
|
The Fourth Meeting at the World Health Organization of the Intergovernmental Negotiating Body working on a pandemic accord concluded last week. The United States used this meeting to underscore its commitment to the process, with a goal of developing an accord that builds on lessons learned during the COVID-19 pandemic and strengthens U.S. national security by establishing clear, agreed roles and responsibilities for the WHO and its member states and partners.
Lead U.S. negotiator Ambassador Pamela Hamamoto led the U.S. delegation to this meeting and engaged with a broad range of counterparts to promote an accord that would build capacity, reduce the threat posed by zoonotic disease, enable rapid and more equitable responses, and establish sustainable financing, governance, and accountability to break the cycle of pandemic panic and neglect.

NACCHO Request for Materials on Chemical Preparedness |

NACCHO, in partnership with the CDC, is gathering Chemical Response materials and training resources developed by local health departments or in collaboration with other community partnerships. This information will help inform the future of chemical emergency preparedness and help us improve existing resources.
NACCHO is requesting input from local health departments who have experience responding to a chemical incident or developing chemical preparedness materials, including trainings, plans, protocols, and checklists.

CDC Releases Interim Clinical Treatment Considerations for Severe Mpox Manifestations |

CDC Issues Health Advisory Network (HAN) Advisory on Measles Exposure at a Large Gathering in Kentucky and Global Measles Outbreaks |
|
|
The Centers for Disease Control and Prevention (CDC) issued this HAN Health Advisory
to notify clinicians and public health officials about a confirmed measles case at a large gathering. On February 24, 2023, the Kentucky Department for Public Health (KDPH) identified a confirmed case of measles in an unvaccinated individual with a history of recent international travel. While infectious, the individual attended a large religious gathering on February 17–18, 2023, at Asbury University in Wilmore, Kentucky. An estimated 20,000 people attended the gathering from Kentucky, other U.S. states, and other countries during February 17–18, and an undetermined number of these people may have been exposed. This Health Advisory also highlights other recent large global measles outbreaks and associated U.S. importations, and the importance of early recognition,
diagnosis, and appropriate treatment. CDC recommends that clinicians be on alert for cases of measles that meet the case definition. |

Ensuring Health Care Quality in Rural America |
|
|
The values of rural America mirror those of health care quality: people first. The challenge of delivering equitable, effective care is particularly acute in rural areas, where residents face unique barriers to accessing these services. Despite comprising 97% of the country's land area and 60 million people, most rural communities have fewer health-related resources than their urban counterparts. The limited availability of health care providers, transportation barriers and geographic isolation make it difficult for some individuals and families in rural communities to access the care they need, resulting in significant health disparities as well as overall challenges to clinical quality.
The American Hospital Association recognizes the unique challenges faced by rural communities in accessing high-quality health care and continues to provide support to address these challenges. Read the full article on their website.

Specifically, they're looking for healthcare coalition leaders who can share what's working in their community through presentations with tangible takeaways that will equip colleagues to integrate new techniques, develop best practices and increase overall effectiveness. Sessions which highlight effective solutions in rural communities (population less than 50,000) are highly in demand by our attendees. Up to $50 Million Available to State and Jurisdictions for Medical Reserve Corps |
|
|
The Administration for Strategic Preparedness and Response’s (ASPR) Medical Reserve Corps (MRC) Program today announced up to $50 million in American Rescue Plan funding is available to states, territories, tribes, public/private partnerships, and other public entities to expand the work of the network. MRC will accept applications for the State, Territory and Tribal Nations, Representative Organizations for Next Generation (MRC-STTRONG) Awards through April 30, 2023.
“MRC units across the country have been integral in helping their local communities respond to the COVID-19 pandemic,” said Assistant Secretary for Preparedness and Response Dawn O’Connell. “Many units took on new missions, conducted new training, and continue to adapt plans to meet their communities’ evolving needs. The funding notice ASPR is issuing today will ultimately help the network continue to grow as it has over the past two decades.”
