The transformation of LeBreton Flats continues, with the development of the Library Parcel, an exceptional site located at the Pimisi O-Train station near the site of the future central library in Ottawa.

The latest on the project

Dream LeBreton is making good progress on this project. In October 2022, Ottawa City Council approved the amendments needed to move the project forward.

Dream LeBreton is currently going through the federal design approval process as well as the municipal site plan control process and expects to begin construction in 2024.

About the project

Dream LeBreton will build an integrated community at the Library Parcel, a 1.1-hectare site at 665 Albert Street, just west of downtown Ottawa.


The mixed-use development is proposed to include two towers of 30 and 35 storeys, each with a four-storey terraced podium. The project will feature the following.

Affordable and accessible housing

  • 601 new rental housing units, 41% of which will be affordable housing, serving priority populations as identified in Canada’s National Housing Strategy
  • At least 31% of the units will meet accessibility criteria from the Federal Lands Initiative

Benefits for Algonquin and Indigenous people, local workforce and business

  • Half of the overall value of contracts will go to local vendors
  • 15% of the overall value of contracts will go to vendors that are owned or managed by people from equity-seeking groups, including 5% of contracts to Algonquin and Indigenous businesses
  • 20% of on-site employment hours will go to people from equity-seeking groups, including 5% to Algonquin and Indigenous people

Social benefits and programming

  • A large outdoor public space
  • Retail space, including food retailer, café and health services
  • Services such as a daycare, community bicycle maintenance shop and community hub
  • On-site programming from the Dream Community Foundation

Sustainable construction

  • Solar power and wastewater energy-generating systems
  • LEED GOLD certifications for new construction and neighbourhood development

Mobility features

  • Indoor parking space for 600 bicycles, and 200 underground parking spots for vehicles
  • Public pedestrian connections across the site
  • A new multi-use pathway from the lower level of Pimisi station to the site, and toward Ādisōke

Process and timeline

A two-stage procurement process: a request for qualifications, followed by a request for proposals, was used to identify a preferred proponent to develop the Library Parcel.

The NCC’s Board of Directors approved Dream LeBreton as the successful proponent to acquire the Library Parcel site on January 20, 2022.

Throughout 2022 and into 2023, Dream LeBreton will advance the development concept and design, and initiate municipal development application processes, including public consultations.

Construction of the Library Parcel project is expected to be under way in 2023.
Occupancy of first units is expected in early 2026.

About the process

The NCC, in partnership with Canada Mortgage and Housing Corporation (CMHC), selected Dream LeBreton as the successful proponent to acquire the Library Parcel and build an inclusive and sustainable development.

Dream LeBreton was selected following a rigorous procurement process overseen by a fairness monitor. The request for proposals targeted ambitious requirements, including:

  • alignment with the NCC’s LeBreton Flats Master Concept Plan
  • a high degree of affordable and accessible housing
  • zero-carbon sustainable construction
  • benefits for Algonquin and Indigenous peoples
  • community benefits

Funding for improved social and environmental outcomes is provided by CMHC through the Federal Lands Initiative, part of the National Housing Strategy.
