The Minneapolis City Council is considering a new ordinance that will require property owners to offer their property to existing tenants before they can sell it on the open market.
Generally referred to as a “TOPA,” or Tenant Opportunity to Purchase Act, this new requirement could hold up the sale of an owner’s property by up to 285 days.
This would reduce the development of affordable housing for tenants in the future.

Make selling your property take even longer – with multiple phases required that could take as long as 285 days. That’s too much time!
Makes the city’s housing crisis worse – further reducing the development of future affordable housing supply.
Interferes with the free transfer of property. The ability to buy, sell, or rent property is fundamental to our private property rights.
