Pennsylvania adopts universal Child Development Account policy
BIG news in the world of Child Development Accounts. Pennsylvania is launching a policy to provide college savings accounts for all newborns with a $100 scholarship grant. The automatic-enrollment policy will affect many families: Pennsylvania averages 140,000 births a year. Said CSD Policy Director Margaret Clancy, who advised Pennsylvania policymakers, "This is fantastic news."
